Quick answer
Local customer optimization steers Google Ads toward local customers and offline outcomes. Confirm the feature is available in your account, get an offline goal working first, check Merchant Center and online-goal incompatibilities, set Vancouver geography deliberately, then run a fixed 30-day test judged on qualified visits, calls and sales.
- Offline goals are a prerequisite, not a detail
- Preflight checks before any campaign change
- A six-phase, 30-day test with decision rules
Paid search has always been better at measuring clicks than customers. A local-outcome optimisation is only as good as the offline measurement underneath it, so most of the work in this article happens before anything is switched on. That order is deliberate: a test launched on top of shaky offline goals will produce a number nobody can defend.
What was announced
Google confirmed Local customer optimization on September 8, 2026, and Search Engine Roundtable reported it on September 9, 2026. Rollout is current, which means two things in practice: availability differs by account, and performance behaviour has to be verified rather than inferred from the announcement. We make no performance claim here; no Google Ads account results were available for this article.
Eligibility and offline goals
The feature is oriented to offline goals. Before considering a test, confirm each of these exists and is trustworthy:
- A configured offline goal — store visits, calls or in-store sales.
- Location data complete and consistent for every storefront.
- Call tracking working, with a recorded definition of a qualified call.
- Conversion actions deduplicated, with a short primary set.
- Merchant Center configuration reviewed for conflicts with an offline-goal optimisation.
- Online-goal setups reviewed for incompatibility, so two optimisation targets are not fighting each other.
Vancouver geography considerations
A downtown Vancouver catchment is shaped by bridges, transit and parking, not by a tidy radius. Use presence-based location targeting so you are not paying for people researching the city from elsewhere, set radii that match how customers actually travel rather than a round number of kilometres, and exclude areas your storefront cannot realistically serve. In a compact market these three settings do more for a local test than any bid adjustment.
Preflight checks
| Check | Pass condition | If it fails |
|---|---|---|
| Feature availability | Visible and selectable in the account | Wait; do not redesign campaigns for it |
| Offline goal quality | Recorded, deduplicated, trusted by sales | Fix measurement first |
| Location targeting | Presence-based, with exclusions | Correct before launch, not during |
| Baseline period | A settled, comparable 30 days exported | Delay the start until one exists |
| Change log | Active, with an owner | Start one before the test |
The six-phase, 30-day test
- Days 1-3. Baseline. Export the comparable period and agree the qualified-outcome definitions in writing.
- Days 4-5. Configure. Enable the optimisation on one campaign only, changing nothing else.
- Days 6-12. Observe. No edits. Record delivery, geography mix and outcome counts daily.
- Days 13-19. Control. Apply negatives and geographic exclusions consistently to both arms or to neither, and log each one.
- Days 20-27. Qualify. Reconcile recorded outcomes against your own records, so visits and calls are judged, not just counted.
- Days 28-30. Decide. Compare matched periods and apply the decision rules below.
Outcomes worth reporting
| Outcome | Source of truth | Qualification test |
|---|---|---|
| Store visit | Google Ads offline goal | Did it lead to a conversation in store |
| Call | Call tracking | Length, intent and outcome recorded |
| In-store sale | Point of sale or CRM | Matched to a recorded local interaction |
| Direction request | Ads and profile reporting | Treated as exposure, never as a sale |
Decision rules
- More qualified local outcomes at acceptable cost. Keep, then extend to a second campaign one at a time.
- Counts up, qualification rate down. Fix the outcome definitions before judging the setting.
- Delivery shifts outside your catchment. Tighten geography, then re-baseline rather than concluding.
- Result inside normal week-to-week variation. Extend the run; do not declare either way.
